William Gaines
Vice President of Finance/Controller, PAR Government
William P. Gaines joined Rome
Research Corporation in 1995 as Head of Accounting. He assumed responsibility
for the overall accounting operations of PAR Government two years later. Mr. Gaines is responsible for all areas
of finance and accounting, including compliance with Sarbanes-Oxley Act and
U.S. Government requirements and regulations. Due to his extensive knowledge and experience in Government
regulations, Mr. Gaines holds the lead role as subject matter expert on
Government compliance issues for PAR Corporation.
During his tenure with Par Government, Mr. Gaines has implemented a new project accounting system, which has significantly increased efficiencies within the accounting department. It has also provided management with enhanced tools and information to better manage the overall business. In addition, Mr. Gaines has incorporated numerous controls, policies, and procedures that have ensured a smooth transition for PAR Government to meet the strict compliance and requirements of the Sarbanes-Oxley Act.
Mr. Gaines possesses an M.B.A. Degree from Long Island University and a B.A. Degree in Economics from the University of Buffalo. His prior experience was in the area of finance and accounting with two large Defense contractors - Fairchild Republic Company and Eaton Corporation, AIL Systems Inc. A number of Mr. Gaines’ noteworthy accomplishments while at these companies included the set-up and implementation of a successful separate operating unit, the implementation of new accounting systems, and the consolidation and right-sizing of business operations.
