During our over 30 years of service, PAR Government, through its Applied Technology division, has earned an enviable reputation for developing high quality technical products ranging from theoretical and experimental studies to advanced system prototypes and operational systems.
Geospatial Intelligence (GEOINT)
Par Government develops geospatial exploitation and visualization systems using distributed and collaborative computing technologies. Solutions include imagery and map data visualization; vector and raster data watermarking; unique camera ID; automated Multispectral, Thermal, and Synthetic Aperture Radar (MTI/SAR) analysis; and archive and dissemination systems; PAR’s commercial product GVTM supports visualization of all DoD imagery formats, including Motion Imagery.
Command & Control (C2) / Information Management
We provide expertise in the areas of command, control, communications, computers, and intelligence, surveillance, reconnaissance (C4ISR), and software engineering. PAR development support spans a myriad of next generation information technologies to include the Joint Battlespace Infosphere, Command and Control (C2) Concept Center, future C4I weapons systems, 3rd generation modeling, and war gaming and simulation. As well, PAR provides software engineering expertise for state of the art design, development, integration, test, informal training, and operational fielding. PAR personnel advance C4I execution processes through:
- Technology evaluation
- Planning recommendations
- Integration of C4I weapon systems tools and techniques into experimental facilities
- Analysis of future IT architectures
- Development of realistic scenarios for operational C4I perspective
Signal & Image Processing
PAR Government supports the development, integration, and test of Electro-Optical (EO), Infrared (IR), and multi/hyperspectral sensor systems for a broad range of Government and industry applications. PAR has experience in multi/hyperspectral imaging, target detection/cueing algorithms, and IR search and track. PAR supports systems engineering and integration; hyperspectral algorithm development; real time data acquisition; data analysis and evaluation; EO/IR sensor performance assessment; sensor control hardware development; false alarm understanding; and polarization phenomenology exploitation. Product lines include:
- Multi-spectral Sensor System (MS3) – We develop and sell a small light weight affordable multi-spectral sensor payload designed for hosting on Tier II unmanned aerial systems (UASs) or small piloted aircraft. MS3 supports: counter terrorism/insurgency; first responders search and rescue; drug enforcement; environment research; and marine mammal detection.
- Sensor Processing System (SPS) – We develop systems and perform integration for sensor acquisition and processing systems. SPS provides a software framework, which can be readily assembled into a user definable sensor acquisition and data/image processing system for new sensor and algorithm development and target signature measurements.
Geographic Information Systems (GIS)
PAR Government provides geospatial and engineering products and services in support of remote sensing applications, advanced GIS-based modeling applications, water quality modeling and decision support tools, hydrologic and hydraulic modeling, development of high resolution terrain models, and GIS database integration. PAR strategically partners with commercial remote sensing and imagery acquisition firms to provide customers with cost effective solutions. Project areas include:
- Watershed modeling and flood mapping
- Watershed Protection initiatives
- Land cover and land use from remotely sensed multi-resolution and multi-spectral imagery
- ESRI ArcGIS Server based enterprise solutions

Software Defined Interoperable Communications
PAR Government is advancing the technology in reprogrammable/reconfigurable advanced wireless communications systems. PAR is developing open architecture Software Defined Radio (SDR) systems and technology that supports voice interoperability from 10MHz to 1.2 GHz with varying bandwidth and modulation schemes, dynamic allocation, encryption, and multiple configurations. This technology will result in interoperable communication systems for law enforcement and public safety. PAR is adapting the SDR technology to comply with the DoD Joint Tactical Radio System (JTRS) Software Communications Architecture (SCA) requirements. An implementation has been demonstrated running the European TETRA waveform as a trunked mobile station.
Radar Technology
We support the development of emerging radar system concepts and implementation of operational radar systems. PAR personnel are experienced in the design, development, and implementation of sensor testbeds to perform advanced radar technology experiments, demonstrations, and tests. These testbeds are comprised of easily tailorable hardware/software suites and associated test equipment, facilities, and procedures. Test facility experience includes “hardware in the loop” testing of airborne and ground-based antenna platforms against multiple clutter/jammer emulators; high-speed recording systems; instrumentation for transportable bistatic radar, development of bistatic radar moving target signal sources, and investigation and development of techniques for RF tomographic sensing.
