Mr. Cicchinelli came to PAR after serving for over 25 years in various senior roles with the U.S. Marine Corps and the Department of Defense with a focus on command and control, ISR technologies, and strategic plans and policies. He joined PAR as Executive Director for Operations with responsibility for managing contract performance across PAR Government’s Mission Services line of business. As Vice President, Mr. Cicchinelli led the strategic expansion of the ISR Solutions line of business into Dayton, OH and the National Capital Region. Under Matt’s leadership, PAR Government has introduced new technologies to a broader set of customers while increasing PAR’s reach, brand recognition and contract revenues. Mr. Cicchinelli holds a Bachelor’s Degree in Computer Science from Duke University, a Master’s Degree from the U.S. Naval War College and has served as a National Security Fellow with Harvard University’s Kennedy School of Government.

Mr. Melnikow brings more than thirty years of finance and executive experience within the Government sector.He is responsible for the day-to-day operations and the execution of PAR Government’s growth strategy.Mr. Melnikow holds a B.S. Degree from Cornell University, an M.B.A. from Rensselaer Polytechnic Institute, and has received Certification in Purchasing and Materials Management from UCLA.

Mr. Bohling brings more than thirty years of technical experience to PAR Government.He has managed numerous geospatial intelligence projects and has been an innovator supporting national security programs at various levels throughout the Federal Government.Mr. Bohling is responsible for providing technically oriented subject-matter experts and leading research/prototyping efforts to increase our understanding of customers’ technical requirements and to fashion state-of-the-art, cost-effective solutions to meet those requirements.
Vice President of National Capital Region Operations
Steven D. Rizzi has worked in the federal research and development field for over thirty years, with customers that have included DOD, civil agencies, and the intelligence community. Mr. Rizzi is a computer scientist that has led high-growth technology businesses in technical areas including big data, parallel processing, cyber, and internet of things applications. His experience includes over twenty years of international business management, as well as service on state, federal, and international committees on issues such as big data, cyber, and competitiveness. Mr. Rizzi is responsible for the development of PAR Government’s National Capital Region related client set.
